Installed gems not found in PATH

Bug Description

Having installed jruby 1.5.1-1 on Oneiric and then the Opera Watir gem according to instructions at http://www.opera.com/developer/tools/operawatir/install/ , typing 'operawatir' to start it gives "command not found". Using locate I found that the executable file resides in /usr/lib/jruby/bin/ and added that to my PATH, which worked.

Now, I have only minimal experience with Ruby and Debian packaging, but my expectation would be that the jRuby package would add /usr/lib/jruby/bin/ to the PATH during installation.
