kubuntu-desktop package has strong dependency to rfkill

Bug Description

Many users don't use wireless link.

Moreover, many organisations will never use wireless link.

I think it would increase the quality of Kubuntu if the system admin would be able to uninstall rfkill.

I suggest to change the kubuntu-desktop dependency to rfkill from 'depends' to 'recommends'.

That demotion would have to be done in the platform seed. Kubuntu is completely indifferent on this, so I am moving this to ubuntu-desktop for evaluation there.
