Bug Description
It appears that the unstable ppa is being preferred over the testing PPA. This is causing newer version of the icon theme to not be installed.
You can see in the unstable ppa that the latest version is rev 906 and in the testing ppa the latest revision is 933

Confirming. elementaryOS is still using an older revision of the 3.x series.
