feature freeze exception for tornado 2.1.0-2

tornado 2.1.0-2 now builds a package for python3 which is beneficial for e.g. ipython to provide a python3 notebook

the python2 parts are mostly untouched so there should be only a low risk of regression.
The only change to them is making them arch all, the arch any part is not built with python > 2.5
