No pop down menus on "Archivo Editar Ver Ir Ayuda" after fresh install

Bug Description

After "fresh install" you login with key ENTER to confirm.
With the mouse over "Escritorio de Ubuntu" (top menu line) you get the change to "Archivo Editar Ver Ir Ayuda" menus.
With a click on any of this menu items there is NO drop down menu visible. (no effect)

Click on the ubuntu simble of the side menu, the corresponding "window" open, click outside of this "window" to close it.

Now you will get the pop down menus mentioned before.

Now I have the English version of InstallationMedia (20120321) installed.
At 09h38 am I used the Update Manager and restart the system.
After the login with the mouse over the top menu line there is no change to see "File Edit View Go Help".
You have to open and close the Dash -window (or other apps) to see the (on mouse over) menu items. You get also the pop down menus with a click.

When you make now a restart or cold-start and the login you get (on mouse over) the "File Edit View Go Help" menu items but with a click on any of them you get no pop down menu.
After open and close the Dash -window (or other apps) it works correct.

We are sorry that we do not always have the capacity to review all reported bugs in a timely manner. You reported this bug some time ago and there have been many changes in Ubuntu since that time.

Ubuntu 12.04 (precise) reached end-of-life on April 28, 2017.

Do you still see a problem related to the one that you reported in a currently supported version of Ubuntu? Please let us know if you do and in which version of Ubuntu otherwise this report can be left to expire in approximately 60 days time.

The actual version status of all the linux boxes (about 10 units) or VMs (about 6 units) with ubuntu desktop is from 14.04 LTS to 18.04 LTS without any problems in the reported context.

I don't know if the problem has been resolved by changes in the software or a new version results in a correct functionality.
If the fact that we reached end-of-life of the version 12.04, results in "no more action on software maintenance" the bug report could be closed without resolving the problem.
And this is not "Fix Released". Or "close the bug-report" always is indicated with "Fix Released".
