Fix "private, must-revalidate" header on caching

KARL seems to be serving static assets with a cache header of "private, must-revalidate", which is completely wrong. Someone has been breaking static caching lately. :-(

I'd like us to push again for a release that merges ux2 to master, to let OSF start using what we have.

Today I set up a cluster-wide, automatically generated static revision number. Karl has never really had that before and it's only feasible with a deployment tool that has an overall system view.

However, ux2 seems to be using some kind of "popper-static" URLs, making its static assets ineligible for karl's nice caching scheme. Someone should replace the popper-static URLs, I think.

We moved Popper into KARL, so we no longer need to fix the popper caching.
