As pointed by Milo, latest Gerrit has separate createProject permission, which unties it from Gerrit Admin permission, and would allow us to finally automate remaining manual tasks of Gerrit mirror.

Updating this bug with more information that could be useful in planning an update of our gerrit instance.

This is based on version 2.4.1-XXX, that is the latest available release plus patches taken from master (same version running on Google android-review):

There is the possibility to create new projects via the web UI.
Also worth considering, in case it was used in other parts of our infrastructure, the JSON-RPC interface has been deprecated, not completely at the moment, but it will gradually be. In place of that there is a REST interface.
