Bug 586542 (Volume not attached after reboot) is not fixed

The above mentioned bug is marked fixed, however this feature still does not work in Diablo.

Repro steps:
1. Create a new instance and attach a new volume to it. In my case i'm using windows
2. Completelly shut down the machine
3. Use euca-reboot-instances or virsh start to start the machine

You will notice that the volume is no longer present, however it is still marked as in-use and nothing can be done with it.
Only workaround i found: Manipulate database to mark the volume as available and then attach it again. That works.
