keybindings for changing desktop gets sent to the running application

If I bind keys using the "system settings"->"keyboard"->"shortcuts"->"navigation" (or the same in for example ccsm) to ctrl+F# then it does change to that desktop using those keys, but it also sends the key-combo to the running application.

To reproduce:

Bind the ctrl+F1 to F4 to switch to desktop 1 to 4.

open a Terminal on desktop 1

press ctrl+F3 and see that you gets switched to desktop 3

press ctrl+F1 and see that you gets switched to desktop 1 and also notice that you will have ;5R written in the terminal.

I get the same behaviour, although in my case I have Alt+1, Alt+2 etc. mapped.

Symptoms include seeing (arg: 1) in terminals, and the active tab changing in Chrome as the events are passed to the application despite being captured by the WM...
