Provide "Report a Bug" item on dock for prerelease builds

It'd be nice if we could provide an item on the dock to report bugs for elementary in our prerelease builds. It could simply point to https://bugs.launchpad.net/elementary/+filebug.

Rationale:
1. Reinforces the fact that it's a prerelease build and can have bugs.
2. Allows for easier discovery of bug reporting.
3. Reminds us all to report bugs.

That's a pretty neat idea actually and I don't think it'd be terribly hard to implement.

I've committed an "apport" icon to elementaryicons. I think this is probably okay to use for this launcher as well. I've attached a .desktop that will open launchpad in Midori's webapp mode for bug reporting.

I've added some Apport magic to the .desktop, so it will attach installed versions of our apps and other info. It won't open Midori in web app mode, though.

Oh, and "report a problem" button all our apps should call "ubuntu-bug <packagename>" instead of simply opening a URL in browser. That's implemented in most GNOME apps in Ubuntu (e.g. Gedit), so I think looking at how they do it and doing the same conditionally (if the apport-specific binaries exist) would be a good idea.
