When menubar and tool bar disabled, emacs window is resized to on row

Bug Description

TO REPRODUCE:
1. write the following into .emacs in order to disable toolbar and menubar:
(menu-bar-mode -1)
(tool-bar-mode -1)
2. run emacs23

RESULT: Window is slowly resized into containing only one row. It cannot be manually resized to larger size.

EXPECTED RESULT: A normal sized window is opened.

This worked fine on 11.10. It also works fine on 12.04 Unity 2d and LXDE.

Same problem with this two lines in .Xresources :

Emacs23.ToolBar: 0
Emacs23.MenuBar: off

but no issue with

Emacs23.ToolBar: 1
Emacs23.MenuBar: off

or

Emacs23.ToolBar: 0
Emacs23.MenuBar: on
