bzr-search increases HPSS count, causing tests to fail

Bug Description

there are a bunch of tests in bzr core that check that a particular blackbox operation only takes X HPSS calls.

This breaks when bzr-search is installed because it sometimes hooks in to do extra operations, such as looking for a index on "bzr log", which causes these tests to fail.

We should probably just run these tests without any plugins installed.

I think we should enable hooks again by default, even in the test suite. Disabling or overriding particular plugins is now a lot easier than it used to be.

Let's take this to the mailing list, as part of the wider discussion about testing plugins better.
