lightdm only changes background if image is a Ubuntu default wallpaper

Bug Description

lightdm only changes the background if the wallpaper is set to be a Ubuntu default wallpaper. This means that if a user wishes to use a custom image as a desktop wallpaper, lightdm will revert back to the standard purple background.
