Should load ide-generic if sata is in use and no ide busses have been loaded

Bug Description
It doesn't seem like hotplug will run ide-generic or any of the ide drivers if
an ide host interface is available but not currently loaded. I've had this
happen on i9xx and i8xx chipset machines amd64 and i386 platforms where SATA was
in use.
