Hovering over menu does not open submenu, and no menu highlight color

After some recent updates to precise, I get no orange highlights when using menus in the top unity panel, or in right click menus (nautilus ect..)

Another issue that occured at the same time, is hovering over a menu item that has a submenu has no effect, it should show the submenu.
