Bug Description

I have installed French language support.
This is confirmed by clicking the Install/Remove Languages button, which lists French as checked.

But the "Language for menus and windows" menu has French greyed out.

So I can't choose French.

I am Using Ubuntu 11.10, recently upgraded from 11.04
This is a brand new user account added since the upgrade.

Greyed out items are available to choose by dragging them upwards.

Changed in language-selector (Ubuntu):
status: New → Invalid
