Switchboard is empty

Switchboard is completely empty. We need to pull in relevant plugs.

I've added wallpaper plug in seeds, but it doesn't show up in Switchboard (bug 952274)
Still waiting for devfil to split G-C-C package so we can pull in the required panels

I was able to make it not empty by apt-get install switchboard

switchboard-plug-wallpaper is now properly pulled in. Please update seeds to grab switchboard-plug-plank and switchboard-gnome-control-center.

switchboard-plug-plank will not be available in Luna, some of its features (icon size) will be moved to an accessibility plug.

Hey, guys, when you choose some option on switchboard and then come back, it active the "back-arrow" and when you click on it, the switchboard become empty
