Robert, this happens with the Adwaita theme, with the High Contrast theme, and with many other themes that are provided in the repositories.

This is a duplicate of a bug report I wrote a while ago, but I had sent it in a strange (and, evidently, unresponsive) direction and it had a really useless title. Would have been very hard to find :)
I edited that bug report so it'll be easier to find in the future, and I'm marking this one a duplicate.
