Missing directory /var/lib/xen/ causes user-unfriendly errors

Bug Description
I tried to create a new xen domain :
Command:
xl create XenWin_4.cfg
Output:

Upon investigation, the directory
/var/lib/xen/
was missing.
After creating the directory, the error vanished.
So the solution is to create the directory during the installation of the "xen" package.
