Bug Description

The audit period for usage data needs to be able to be offsettable, as systems billing from Nova usage might require a a daily period that begins and ends at local midnight instead of UTC, or a monthly billing cycle that starts on the 15th of the month instead of the 1st.

    Add adjustable offset to audit_period.

    Allows audit periods to be offset, so daily periods can begin at local
    midnight, instead of UTC, monthly periods can begin on the 15th
    instead of the 1st, etc.
