Bug Description
I have a IP block in Melange 192.168.172.0/24 that is reporting the next available IP as: 192.168.173.0. There are two problems with this, 192.168.173.0 is not part of the IP block, but is part of a different IP block. The other problem is the block is only using 115 IPs. It looks like something is failing to go back on IP unassignments to re-use IPs from earlier in the block.

So this is "working", just not as we would expect it to report. After the Quantum/Melange merger, I'll see if there is a better way to represent a "full" block.
