Health description should concatenate all heal descriptions

Bug Description
Currently we show the description for the worst health indicator only. We should instead show all descriptions (but still use the worst health score).
Otherwise, jobs that failed to build previously but are building currently give a health description of "X out of the last Y runs failed to build", which isn't that useful at all.
