Maximize window on multi-monitor display puts it on the wrong monitor

Bug Description

When a dual-monitor display with different resolutions are used, if a large window is moved from the large display to the small display (completely) and then maximized, it is maximized in the large display rather than the smaller monitor. This doesn't happen if the size of the window is smaller than the width dimension of the monitor (height doesn't matter). It occurs when pressing the maximize button, dragging the title bar to the panel, or double clicking the title bar.

Placing the window on half the screen by dragging to the edge works fine and then it can be maximized to the full monitor.

This behavior should be fixed so that if the majority of a window is in monitor X, it will be maximized to monitor X.
