Was running a dist-upgrade on a permanent USB.

The unknown job message in this case is most likely because upstart didn't see the job appearing because of the use of overlayfs.

Marking this as a duplicate of the overlayfs bug.

Running "initctl reload-configuration" then running apt-get should fix your system in the mean time.
