Bug Description

In the GUI settings I can have a custom logo ; having a custom css file would be very nice too

PHPDS is a great tool, it took me 2 minutes to implement it :D

I found various issues with the implimentation of this causing the default install to break the general configuration UI tabs;

1. No empty check is done in settings, making the general settings gui Custom CSS field return a error, making the whole general setting page break (fix pushed).
2. Needed to add $configuration['preloaded_settings'] custom_css so setting is cached (fix pushed).
