Does it happen when starting VLC without any file to open? Does it happen when playing an audio-only media?

It looks to me that your X server crashes. In that case, it's not a VLC bug.

Changed in vlc (Ubuntu):
status: New → Incomplete

2. No does not happen when starting VLC without any file to open.

3. It's only happening with Video file.

Then it seems like a x server crash issue.

Do I need raise another bug or change this bug?

I have reassigned the bug. But unless you're able to provide useful X logs and stack traces, it is unlikely that the Xorg maintainers will be able to do anything.

Applied the work around mentioned in the base bug and it's working fine.

W/A: Added following in /etc/X11/xorg.conf file.

    Section "Extensions"
        Option "XVideo" "Disable"
    EndSection
