When bluetooth is disabled in bios the "Visibility" option in the g-c-c panel is greyed out & defaults to visible

Bug Description

So there is no way thru the panel to remove from indicator area.
For a while in either A1 or A2 one could click on the option & remove, no longer
This is in addition to even though bluetooth is shown as 'Disabled' in the panel the icon always defaults to "On'

The setting is available & working in gsettings/dconf-editor, guess that's good enough?
