python-mode disables menus under Windows

Bug Description

Running latest version (3/2/12) in Emacs 23.4 under Windows Vista, I notice that when I open a python file, I can no longer use any of the menu items at the top of the window. If I try to click on, say, "Options", a *Backtrace* buffer opens, telling me:

Debugger entered--Lisp error: (void-variable py-buffer)
  (buffer-live-p py-buffer)

This problem doesn't occur under OS X.
