Include job ID in process name as seen by top/htop

While looking at bug 944086 I've realized we should include the job ID in the process name. This way debugging would be much easier.

I've tested this package and it works correctly: http://code.google.com/p/py-setproctitle/ I'll prepare a patch for the dispatcher.
