New requirements never get written out

write_requirements is failing to write out requirements.txt on a new virtualenv/checkout. Need to figure out what's going on.

Honestly, I think we might want to delete write_requirements()
altogether. I don't think it's beneficial... asign this to me and I'll
get it fixed up.

This bug is now invalid since write_requirements got deleted in b54581bd1b5d00e0d079a81a7592d2dc4b86901b
