Ctrl + Alt + Backspace to restart Gnome doesn't work

Bug Description
I only notice this when I upgraded to 7.04. So far, it always happens.
The hotkey to restart Gnome now only kill the GUI and goes into command mode and just stop right there. The system doesn't response to anything except Ctrl+Alt+Del to restart the whole system.
I also notice that if it's a fresh login. The hotkey does work if no user has login at this point.
