Camera debtag should say Webcam

Camera is really ambiquious, it should be called webcam instead. For example the dev of photo filters might say you need a camera in order to be able to modify the pictures on it, however if the system detects no webcam you will be warned that there is no camera

Steps To Reproduce:
1. Create a new application
2. On the debtags page see the tag for requiring a camera

Expected Result:
Clarity is key here, a phone has a camera, you can have a camera attached to the system and no webcam the system will warn you that there is no camera attached and yet there might be 2 cameras attached. Rename camera webcam and save the confusion

The tags we have are now: hardware::digicam and hardware::webcam to avoid the confusion.

I just started looking at this, but it seems that we've got an initial_debtags.json fixture which is already loaded (during migration 0053).

I can update that and reload it with a new migration (?), which will help us in the future setting up new instances, but we could also just fix this in production now via the admin?
