Bug Description
Steps to reproduce:
1) Open chromium-browser (or any other application)
2) Alt+TAB your way back to the desktop (hides chromium-browser)
3) Launch gnome-terminal with a keyboard shortcut
Expected: gnome-terminal launches and appears over the empty desktop.
Observed: chromium-browser comes back into view and gnome-terminal launches and appears over everything
Alternative way to reproduce:
1) Open chromium-browser (or any other application) AND gnome-terminal
2) Alt+TAB your way to the desktop (hides both opened applications)
3) Alt+TAB your way to gnome-terminal
Expected: gnome-terminal re-appears over the empty desktop.
Observed: chromium-browser and gnome-terminal both re-appear (though gnome-terminal appears on top)
