NHE Adding new equations msr WC1994, modifying existing get_median_area

We need to modify get_median_area in order to consider the uncertainties (for usage with MT). The proposed solution is to add an epsilon parameter (uncertainty) and modify the existing equation. We need to add one new equations which allow to compute the magnitude given the area (get_magnitude_from_area).
