Tenant ownership needs to be checked in the Cisco plugin

Checks similar to those in the fix provided in bug #942713 need to be made in the Cisco L2 Network plugin.

Actually, until this is pulled into the milestone proposed branch, we should leave it as fix committed. Effectively, this is the reminder that we still need to pull it into the milestone proposed branch... confusing, i know :)

Ok got it...thanks! I saw Thierry change the status of a bunch of bugs to "fix released" most of which were committed recently. Hence I thought I would save him or you the trouble of doing it. :-)
