floating-ip-delete disassociates and doesn't de-allocate when ip is associated.

Bug Description

When trying to de-allocate an associated floating ip using "nova floating-ip-delete X.X.X.X" the ip gets disassociated but it doesn't de-allocate the ip address from the tenant.

Steps:
allocate floating ip to tenant
associate floating ip to server
nova floating-ip-delete x.x.x.x
nova floating-ips-list
see that the floating ip has been disassociated but not deleted

Expected:
floating ip to be disassociated and after success on disassociate to be removed from tenant.
