wrong textcolor in tooltip of gtk apps

Bug Description
i have set my tooltips background to black, tooltip text to white. after enabling it works for gtk apps. now i restart my computer. after this, in gtk apps, the tooltips are a black background with black text.
recreate:
1. open systemsettings color prefs
2. set tooltip background to black, tooltip text to white
3. restart computer
4. Open a gtk app like inkscape, chromium and point your mousecursor to a toolbar element
what you get:
a black tooltip with black text
what it should be
black tooltip with white text
workaround:
delete
~/.gtkrc-2.0-kde4
~/.kde/
~/.kde/
and (re)start the gtk app
