Hello Brian,
it is back again, I've rewritten the image to avoid that some persistence setting interfere but to not avoid, it wont start the oem mode.
Thanks and greetings

From the syslog we have the following:

Feb 25 17:18:41 ubuntu kernel: [ 0.000000] Command line: noprompt cdrom-detect/try-usb=true persistent file=/cdrom/preseed/ubuntu.seed boot=casper initrd=/casper/initrd.lz quiet splash -- debian-installer/language=it keyboard-configuration/layoutcode?=it oem-config/enable=true

So it certainly looks like the installation was started in oem mode. I also tried this using a Precise AMD64 Live CD and at the first boot screen pressed F4 and chose oem mode there and was unable to recreate this bug. Where exactly did you specify that you wanted to do an oem install?

Changed in casper (Ubuntu):
status: New → Incomplete
importance: Undecided → Low

I also tried this by choosing spanish as my language and oem mode and I was not able to recreate this bug.

Hello
I've reproduced in today's build too.
It's a dup of bug 940908 , so from usb key with persistence enabled it don't work, from CD rom or usb without persistence it works.
The procedure that I've followed is right egual at yours.
Thanks
