Cannot change the affected project for a bug

Bug Description

It appears that I'm not allowed to change the affected project for bug #940583. The bug currently affects the gnome-terminal Ubuntu package but I want to change it to affect the ubuntu-website project. I've tryied two ways:

1. With +edit-status:
 * Target: project: ubuntu-website
 * Save Changes

2. With +choose-affected-product:
 * Choose another project
 * Project: ubuntu-website
 * Change
 * Add to bug report

Whatever I try the result is always the same: a forbidden error.
I do not think that I lack any privilege (I'm in ~ubuntu-bugcontrol and ubuntu-website does not have any restriction), so I think that Launchpad is misbehaving. And if really I do not have the privilege to change the affected project, than Launchpad should give me a page containing a clear explaination.
