[UIFe] Background color does not fit in with Ubuntu

Bug Description

The background color in the qt based control panel is a tan color, and doesn't fit in well on Ubuntu. We should switch it to the color of the default window manager theme borders instead.

Rodney, the background color shouldn't be light grey instead?
On my desktop it is something like #F2F1F0

The control panel backgound colour is taken from the Ubuntu One colour palette, so it will remain as is in order for Ubuntu One to be consistent across platforms. However, the control panel window borders, in keeping with the design decisions for Ubuntu One, should adopt the default colour of the OS theme in order to retain an integrated look and feel with the OS and to also be consistent across platforms.

Leo, that would also work, but it would require a lot more changes, as there is some white text/images directly on the background, and so would also need changing. Using the dark color of the window borders though, looks much better, and makes the window look integrated with the title bar.

We need a UI Freeze Exception for this, as it changes the background color; though I don't know if it appears in any screenshots.

This no longer requires a UIFe since we're not doing it, as per executive decisions.
