[UIFe] Background color does not fit in with Ubuntu

Bug Description
The background color in the qt based control panel is a tan color, and doesn't fit in well on Ubuntu. We should switch it to the color of the default window manager theme borders instead.

Rodney, the background color shouldn't be light grey instead?
On my desktop it is something like #F2F1F0
