Bug Description
When dragging the view with right mouse button pressed, move the mouse over a flag and keep right mouse button pressed. Additionally click with left mouse button to open the flag's window. The following assertion is triggered:
panel.cc line 704: !_g_mousegrap || _g_mousegrap == this
I guess this was also introduced with the panels that can reach out of the screen.
