Can't add printer without cups-pk-helper package

Bug Description
This is using Precise, installed with the 2/21 daily. I installed fresh. When I went to the Printer dialog, everything was grayed out, and I could see no way to unlock it. I ran it as root from a terminal window, thinking it was a permissions problem. That didn't help, but I got some text on stdout/sterr saying

I installed cups-pk-helper by hand and retried, and now was able to install a printer. If cups-pk-helper is necessary for using the printer dialog, it should be installed by default.
