Package 'drush.complete.sh' to get bash command line completion

Bug Description

The file 'drush.complete.sh' file in the official repo provides command line completion when placed appropiately.
Package should install it system-wide in /etc/bash_completion.d/ as described in http://drupalcode.org/project/drush.git/blob/HEAD:/drush.complete.sh

You will notice that Drush is currently at 4.5 in Ubuntu and Debian, and the 4.x branch doesn't have such autocomplete mechanism. So until we get 5.x into the main archive, this is not going to happen.

I swear thet I remeber that worked for 4.x and when testing fresh at home I realized that my memory lied me.
Obviously, I was wrong. Sorry for that.
