Bug Description

Keystrokes of modifier keys (e.g. super, alt) should be filtered to not trigger certain actions when combined with other keys.

Right now, it seems to be based predominantly on the duration of the keystroke.

If I press and hold ALT, then tap A, then release ALT, and do that slowly, it performs a particular action in some applications (e.g. emacs, irssi). If I perform that sequence too quickly, Unity acts as if I had only tapped ALT, and brings up a search box.

I expect that if I perform the sequence ALT+A, no matter the speed, that Unity will not hook off of the ALT as if it were the only event.

Similar for chords involving SUPER.
