bzr tag on bound branch should push tags to master branch

Bug Description
Currently, doing "bzr tag foo" in a bound branch will create the tag locally only, and even committing the branch won't help. Doing an explicit "bzr push" is needed to actually send the tag to the master branch, which seems suboptimal for the overall concept of bound branches.
