python-quantumclient is not installed when quantum services are chosen in ENABLED_SERVICES variable

After installing devstack, try using the 'quantum' cli, it will be missing. However, quantum-server and some other quantum cli's are available. It grabs the python-quantumclient repo but doesn't install it. On manually installing the package, we get the 'quantum' cli back

    Note: Fixes added regarding horizon's dependency on quantum-client
