Bug Description

I've enabled focus-follows-mouse, and I sometimes have non-maximized windows sitting on top of maximized windows. However, when I want to get to a non-maximized window's menu bar, my mouse has to traverse the maximized window, which gives it focus and then prevents me from getting to the non-maximized window's menu bar.
