HUD should search focused app's commands first, then other apps. Instead it seems to search commands in the Panel first.

Bug Description
When typing a command into the HUD it seems to search commands for apps in the panel by default. It should start with commands in the focused app first, then give options from other apps.

Desired resolution:
- Results from apps should be weighted much higher than results from indicators.
Note I think this issue is already reported in another bug, but I could not find bug in order to mark this bug as a dupe.
