This package is so totally debian (v1.10 = 2009!) Please package an update (current = 4.03!)

Bug Description

It is 2012 and you are still shipping 2009 code here.

There was a time when people chose ubuntu because of the up to date software packages.

If you need help with a new source package let me know.

The package in question seems to have been synced from upstream (Debian) from the looks of it our package locally is at the same version as upstream (Debian).

what is the supposedly correct way to indicate a package is totally outdated and should be either removed or updated?

Is any report like this invalid (so I can spare me the effort in the future), as long as the respective package version in debian is ancient, too?

Just asking to make sure that neither me nor you will have unnecessary workload in the future.
