Feature that apt would automatically try ftp: instead http: and vice versa if one fails

Bug Description

I propose a feature that apt would automatically try ftp: instead http: and vice versa if one fails on repository servers, because there are situations where one service is down and the other works just great. This would make the service still accessible even if the sever has some problems.

Not every HTTP server also runs an FTP server. Switching protocols like this is not a good idea.
